Arunachal Pradesh : Its Resources and Industrial Prospects Study conducted by : IIE, Year : July, 1996
The resources of Arunachal Pradesh are : FORESTS Over 62% of the geographical area in the state is under forest, ranging from tropical evergreen to Alpine with 20 forest type in the state. Colourful orchids also finds a place of pride in the state. Out of about a thousand species of orchids in India, over 500 varieties including some rare species are found in Arunachal alone.
Cane, bamboo and soft wood are also grown abundantly in the state. Medicinal herbs such as Adhatoda vasica, Amomum, Aromation, Coptis teeta, Dhatura, Clavatum, Rauvolfia etc. are also available in the jungles of the state. Considering the favourable climatic conditions and terrain, a wide variety of medicinal herbs can be grown including citronella and allied species. Cultivation of tea and coffee have also started in the state.
Important forest products :Timber like Champ, Sissa, Bhola, Khoir, Bansum, Sal, Amari, Simul, Hollock, Hollong, Khokan, Gamari, Sonaru, Bogipoma, Velum, Kadam, Chir Pine, Blue Pine, Nahar, Ajhar, Bamboo and medicinal herbs like Achatoda, Vasica, Coptis teeta, Dhatura, Clavatan etc.
Prospective industry from forest product :Paper mill, Handmade paper industry, Forest plantation, Seeds, Tea and Coffee garden, Medicinal unit (Ayurvedic type), Saw mill, Cane and Bamboo furniture, Wooden furniture, Sports goods, Bamboo Ply (Laminated Bamboo), Wooden electrical accessories, Particle Board etc.
MINERALS The state of Arunachal Pradesh is endowed with rich deposits of minerals. Preliminary survey and studies conducted by GSI, DIL, MFCL, CIL, CMPDIL and APMDTCL have shown great promise for development of mineral resources and setting up of various industrial ventures in the state. At present Parasaram Cement Ltd., Tezu is the only mineral based industry in the state.
Important minerals available (1995) : Crude oil - 30 million tonnes Coal - 84.23 million tonnes Dolomite - 154.13 million tonnes Limestone - 409.35 million tonnes Semi crystalline limestone (Marble) - 45.82 million tonnes Graphite, Sulphide, Lead, Zinc and Clay are also available.
Prospective industry from mineral :Cutting and polishing of granite, marble, gemstones, mini cement plant, Calcium carbide, Fertilizer Plant (Refractory unit based on dolomite deposit), Pencil, Abrasive units based on Graphite deposit.
AGRICULTURE Arunachal Pradesh as a whole is a deficit state in agricultural production. However, various efforts have been made to increase the food grain production. Food grain production which stood at 12,200 MT in 1980 have gone up to 2,43,000 MT by 1995.
Major crops :Rice, Maize, Potato, Ginger, Vegetable oil seeds etc.
HORTICULTURE The state is bestowed with ideal weather and suitable agro-climatic condition for growing tropical and sub-tropical fruits. Various efforts have been made to develop cash crops like Apple, Plums, Pear, Pineapple, Walnut, Chestnut, Orange, Guava, etc. A regional apple nursery at Dirang and a horticultural processing unit at Nigmoi (West Siang) have been set up by the state.
Important Horticultural Products :Apple, Plums, Pineapple, Papaya, Orange, Pear, Walnut, Chestnut, Guava, Mushroom, Tender Bamboo, Potato, Ginger, Big Cardamom etc.
Prospective industry from horticultural products :Orange squash, pineapple squash and slices, canned mushroom and bamboo shoots, potato chips, papain from papaya, jam-jelly, dried plum, dried ginger and ginger powder, spices, floriculture and horticultural garden, tissue culture, etc.
FISHERIES Arunachal is predominantly a tribal region and the people are non-vegetarian in diet. A network of numerous rivers, streams, natural ponds provide vast scope for fisheries development in the state. During the year 1994-95 the total fish production of the state was 1850 tonnes, against the total demand of 5000 tonnes.
Prospective fishery industry :Aquaculture, integrated fish farming, paddy-cum-fish culture, duck culture, fish culture, pig-cum fish culture, trout culture, development of cold water fisheries, reclamation of beels and swamps etc.
DAIRY & POULTRY The state has got a vast potential for the development of dairy, poultry and piggery units. As the entire tribal population is non-vegetarian in diet and many social and religious rites are also performed with sacrifice of livestock animals, hence rearing of livestock animals may be a profitable venture. Though most of the tribes are not in the habit of consuming milk, but the consumption of certain dairy based products like butter, ghee, cheese, milk powder, sweets etc. have been increasing both within and outside the state.
Prospective dairy / poultry industry :Hybrid animals and poultry, Broiler farming, Meat processing, Dairy unit, Ice cream, Poultry feed, Piggery, Cattle farming etc.
POWER There is a huge potential for power resource in the state. The total hydro power potential of the state has been estimated to be in the order of 30,000 MW. The state government is now inviting private sector investment to harness the state's vast hydro power potential.
TRANSPORT AND COMMUNICATION There being no railway (except 12 kms. from Balipara to Bhalukpong) or waterways facilities, roads are the only feasible means of communication in the state. Again, there is no inter connecting roads in all the districts. Communication facilities like telephone, fax, telex, etc are also in poor shape compared to the other parts of the country.

TOURISM Tourism holds great promises in Arunachal Pradesh. With its numerous roaring rivers, lofty mountains, snow clad peaks and species of various flora and fauna, there is tremendous potential for development of tourism. There are eight wild life sanctuaries and two national parks in the state.
Important places of tourist interest :Parasuram Kund, Itanagar, Bomdila, Tawang, Ziro, Tezu, Along, Khunsa, Akashiganga, Malinithan, Bhismaknagar, Namdapra.
Major tourist interest :Package tour, Trekking, Hiking, Mountaineering, River rafting, Angling, Hand gliding, Snow skiing, Socio-cultural festivals etc.
Prospective tourism industry :Restaurant, Hotels (different categories), Tourist cottages, Tourist lodge, Motels, Luxury coaches, Taxi operator, Tour and travel agency, PCO etc.
ARTS AND CRAFTS The people of Arunachal Pradesh have a tradition of artistic craftsmanship in a variety of crafts such as weaving, painting, pottery, smithywork, basket making, wood carving etc.
Manpas are known for their artistry in weaving carpet and making painted wooden vessels. Beautiful rugs are woven in the Adi area. Vivid colours and exquisite patterns of shawls, galley, gallux etc. are hallmark of every Arunachalis.
Appatanis, Hill Miris and Adis make attractive articles in cane and bamboo. The Wanchos are famous for their wood and bamboo carved figurines.
There are about 100 registered handloom and handicrafts units in the state.
Prospective handloom and handicrafts industry (mainly for export) : Handloom : Carpet making, Galley, Galuk, Swal, Rug, Bedsheet, Curtain cloth, Table cloth, Bag etc.
Handicrafts : Cane and Bamboo furniture, Carved figuries, Cane hat, Wall hanging, Handmade paper, Beer mug, Ornament box etc.
MEDIUM AND LARGE SCALE INDUSTRY In Arunachal Pradesh, there are 17 medium scale industries including one mini cement plant, one fruit processing unit, one tea industry and fourteen plywood industries in the state. To set up more and more medium and large scale industries in the state, the state govt. has given priorities in the following areas :
* Mineral based industries like fertilizer plant, Calcium carbide cement plant, Brasification and cooking plant, Refractory, Granite cutting etc.
* Power generation and distribution
* Communication
* Urban development and housing
* Tourism
* Forest based industries like paper mill etc.
SMALL SCALE INDUSTRY More than 3000 tiny, village and SSI units have been set up in the state.

Medicinal Plants There are over 120 medicinal plants growing in the forests of Arunachal Pradesh. The important ones are given below : (i) Boch - cures headache and giddiness (ii) Kalmegh - cure for worm dysentery (iii) Chhatim Saptaparna - cure for dermatitis including leprosy (iv) Daruharidra - cure for haemorrhage (v) Nayantara Sadabahar - cure for diabetes, cancer, menorrhagia (vi) Amlaki Adiphal - cures diarrhea and dysentery (vii) Yathu - cures asthma, bronchitis and tuberculosis
THRUST AREAS FOR INDUSTRIAL DEVELOPMENT The following sectors have been identified as thrust sector as they have maximum potential for development in the state. These sectors are as follows : * Agro and horticulture based industries * Mining and mineral based products including cement * Tissue culture and Floriculture * Plantation crops based industry, such as tea, rubber etc. * Industries based on forest produces * Electronics and telecommunications products * Tourism
Food Processing Industry Food Processing Industry has an immense potential for development in the state of Arunachal Pradesh. This is primarily due to two reasons. One, agriculture including horticultural produce is the singlemost contributor to the state income and generates the maximum employment. Statistics indicate that despite land being a limiting factor Arunachal Pradesh produces some amount of horticultural surplus, mostly in the form of fruits and vegetables. The geo-climatic conditions in the state are highly favourable to the growth of spices, fruits and vegetables for commercial processing. Also, the state's industrial sector comprises mostly of SSI units engaged in agro-based activities such as paddy de-husking, flour milling and pulse processing. Two, food processing industry can prosper in Arunachal Pradesh as it requires low investment but at the same time generates high employment. Worldwide food processing industry has already gained immense popularity in investor circles.
The food processing industry comprises three groups which are as follows :
* Primary food processing units like rice dehusking, flour mills, oil mills and dal mills * Unorganised sector which includes bakeries, traditional food units and units for processing fruits, vegetables and spices * Organised sector which produces an entire gamut of food products Of these the industrial segments which are important for Arunachal Pradesh are spices and horticulture (includes fresh fruits and vegetables, processed fruits and vegetables), mushroom processing, grain processing like flour, consumer goods like alcoholic beverages.
Some of the industries which can use inputs from the agricultural sector and flourish in the state of Arunachal Pradesh are as follows :
a) Ginger Paste and Powder from Ginger Based on ginger production, the suitable location for this project can be Roing in the Lohit district and Pasighat in the East Siang district. b) Fruit Processing Arunachal Pradesh grows fairly large quantities of different fruits such as pineapple, orange, lemon, apple etc. which can be processed for various value added products. c) Sugar Mill from Sugarcane This project can be located in Pasighat in the East Siang district. d) Starch based unit from Potato and Maize The production of potato is high in the West Kameng district. Maize is grown in various places in the state. A unit manufacturing starch, alcohol, animal feeds etc. from potato and maize seems to be an attractive proposition for the state. This unit can be located in Bhalukpong in the West Kameng district. The locational advantage of Bhalukpong will be that the products can easily access the market outside Arunachal Pradesh. Forward integration can be made through setting up a brewery. e) Cold Storage A cold storage should be set up for preservation of vegetables and fruits. This unit may be located in Niglok - Ngorlung growth centre.
Plantation based Industries The large forest tracts of Arunachal Pradesh are exploited heavily for timber extraction and firewood. The state's industrial sector has also witnessed high capital flows into forest based industries like citronella oil processing units and saw mills. The saw mills have extracted timber mostly for trading gains.
Paper industry has a high prospect of growth in the state. Not only are the major raw materials like wood and bamboo available in plenty in the state, the industry is also expected to register a medium growth rate of about 6 percent in the near future. The current very low per capita consumption of paper in India (3 kg compared against an Asian average of 18 kg and an international average of 200 kg) indicates the high growth potential of this industry. Tea and rubber plantations are also expected to prosper in the state of Arunachal Pradesh. The geo-climatic conditions prevalent in the state are suitable for growth of both these important commercial crops. Tea plantations are already existing in the state.
Certain industrial projects based on minor forest produce are as follows : a) Wood Pulp from Bamboo Shortage of good quality wood pulp in the country makes it necessary to import the item into India. Bamboo is a major raw material for the paper industry. Since the paper industry is expected to post production of wood pulp. An integrated paper and pulp manufacturing unit may be located in the district of East Siang. b) Newsprint from Bamboo Newsprint is a very vital raw material for the Indian newspaper industry. Deficit in demand-supply of newsprint in the country is met through imports. A newsprint manufacturing unit using local bamboo can be set up in the state. The project may be located either in Bhalukpong or in Pasighat. c) Bamboo Board / Bamboo Tiles from Bamboo This project may come up in the industrial growth centre in Pasighat. d) Herbal Medicines A rare herb such as Texas Bacceta grows in Arunachal Pradesh. This herb can be processed to produce a very high value anti-cancer drug. A project for manufacturing medicinal products from herbs can come up in Arunachal Pradesh. e) Aromatic Chemicals from Citronella Grass Citronella grass is well grown in the state. The grass can be converted to value-added aromatic chemicals having good demand in the market.
Mineral based Industries Mineral based industries have some potential for development in the state. The deposits of limestone, dolomite, coal, clay etc. can be commercially exploited for production of important industrial goods. The growth rate for mineral based industries is targeted at 12% for the next three planning periods as the potential for development of mineral based is limited. This limitation has been imposed because the mineral deposits has not been explored properly. The specific projects which can come up in the state based on the minerals available are discussed below : a) Cement from Limestone The increase in the infrastructure needs of the country and the rapid growth in the housing sector have led to a boom in the cement industry. As there is a positive demand-supply gap for the product there is good scope for setting up a new cement project in the state. Cement is one of the main raw materials for the construction sector. The construction activity in the state is quite high and the requirement is bound to increase with more industries coming up in the state. Limestone, a major raw material required for production of cement, is available in two places in Arunachal Pradesh. A cement plant can be set up in Tidding in the Lohit district which has the largest quantity of good quality limestone in the state. A mini cement plant can also be set up near Pangin as huge limestone is abundant in the Pangin - Boleng area. b) Calcium Carbide from Limestone Chemical grade limestone is suitable for manufacture of calcium carbide. The unit may be set up either near Tidding in Lohit or near Pangin in West Siang. c) Metallic Magnesium from Dolomite The rich deposit of dolomite in Rupa area of West Kameng district may be suitable for extraction of magnesium metal, a very high value product having a global demand. As such large deposits of dolomite are rarely found in the country, Arunachal Pradesh will enjoy certain specific competitive advantages in setting up a metallic magnesium extraction plant.The domestic requirement of magnesium metal is currently met through imports.
Infrastructure and Power based Industries Infrastructure based industries are those which harness electrical power from water and other alternative sources of energy. The other sources of energy are bio gas plants at village levels and integrated soft coke cum power plant projects.
Tourism based Industries Tourism is a high potential area for Arunachal Pradesh's industrial development. Despite declaring tourism as an industry not much has been done to exploit in full the potential in this sector. The ice capped mountain ranges, lush green forests and unique tribal identity of the state can be exploited to develop adventure tourism and culture tourism.
